Supervisory Recreation Specialist - Aquatics

Summary Support the Military's Quality of Life programs! The Morale, Welfare, and Recreation (MWR) department of Commander, Navy Installations Command (CNIC) provides fitness, recreation, lodging and food and beverage programs for service members, their families, retired military and civilian employees. This position is assigned to the Non-Appropriated Fund (NAF) Community Recreation, and Deployed Support Branch; Fleet Readiness; Commander, Navy Installations command (CNIC); NBK Kitsap. Responsibilities Assists in planning, and implementing a comprehensive, aquatics program, for active and retired military, authorized civilians, contractors, and dependents at multiple facilities. Program includes recreation swim, lap swim, water safety instruction, aquatic events, etc. Protects lives through aggressive prevention, preparedness, education, emergency medical, and rescue programs. Ensures all applicable rules and regulations pertaining to swimming pools and waterfronts are posted and observed. Performs water rescues and land rescues equal to the standard of training when an emergency is taking place (e.g. drowning, medical or trauma in the water, etc.). Manages respiratory, cardiac and first aid emergencies to include performing cardiopulmonary resuscitation (CPR), bag-valve-mask (BVM) resuscitation, or automatic external defibrillation (AED). Manages the use and maintenance of emergency equipment such as specialized kits and rescue bags, backboards, suction devices, splints, stretchers, and monitoring equipment. Develops and oversees emergency medical and rescue training, public education and other related educational and functional duties. Teaches various swimming skills and basic diving for all age groups. Prepares material for classes being taught. Ensures the safety of all patrons in the class. Ensures all maintenance work, water chemical testing, pool vacuuming, and filtration Serves as the subject matter expert on aquatics for the installation. Program Management and Administration: Plans and coordinates the details of activities, special events and joint community undertakings within the assigned program(s) to make maximum use of resources, consistent with military mission and with the principles of Morale, Welfare and Recreation (MWR) program development. Assists the Fitness Program Director in periodically updating the departmental strategic plan and reports. Monitors inventories, cost controls, patron counts and maintains related records and reports. Seeks ways to directly connect departmental plans to current CNIC, MWR priorities including recruitment and retention. Coordinates program efforts with other Fitness Division team members. Works closely with other MWR departmental personnel in regards to scheduling, supervision, and facility guidelines. Identifies installation and MWR target groups with whom special programs may be cosponsored. Assists in developing and maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g., preparing and distributing flyers, press releases, brochures, etc.). Arranges for equipment, supplies and services needed to accomplish scheduled programs and makes recommendations for improvements. Ensures programs, operations, and use of equipment are conducted within all prescribed sanitation, and health and safety regulations, standards, and guidelines. Assists in implementing an effective written safety/risk management plan and procedures for emergency care for participants; schedules training/certification classes in First Aid/CPR training for appropriate personnel. Conducts regular safety inspections of the facilities, and reports concerns to the immediate supervisor. Prepares training manuals/material, operating manuals, and conducts staff meetings and training. Provides clerical support, program registration, answers telephones, and maintains correspondence with other divisions or agencies; responds to public inquiries about the facility. Assists with reservations, contracts, and access list for various fitness, sports, and aquatics facilities. Performs other related duties as assigned. Supervisory duties: Plans, schedules, and assigns work, based on priorities, difficulty of assignments, and the capabilities for one or more NF1 Recreation Assistants, NF2 Recreation Assistants, and NF3 Recreation Specialists Establishes performance standards, provides continuous feedback, and conducts annual performance reviews of staff. Interviews and recommends candidates for selection for hire, promotion, or reassignment. Monitors and approves or disapproves timekeeping and leave requests. Ensures staff complete all required training and receives proper training to fulfill requirements of their positions. Identifies and provides employee development opportunities. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Requirements Conditions of Employment Must be able to work varied work schedules to include holidays, weekends, and evenings. Must be able to work with hazardous materials (e.g., cleaning agents, pool chemicals, etc.). Must have or be able to obtain and maintain a valid state driver's license. Must be able to pass an initial and recurrent physical agility test. Incumbent must pass all applicable records and background checks. Incumbent must possess or be able to obtain the following within 90 days of hire: Blood Borne Pathogens Training Navy Basic Fitness Certification (If working in fitness facility) Qualifications Knowledge that enables the employee to competently and independently carry out aquatics, programs through the proper application of principles, concepts and techniques of recreation to specific needs of the community to be served. Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity certifications. Knowledge of both, NAF, and appropriated fund (APF) funding, government procurement procedures, cash handling procedures, fiscal, personnel, material and cash management. Knowledge of various specialty equipment, both resale and fixed assets to ensure quality material exists to enhance programs. Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the rescuers and the victim. Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and document the results. Skill in planning and executing a comprehensive aquatics program that includes a variety of aquatics activities and/or individual and team sports which meets the needs of the participating community. Skill in effectively organizing and utilizing available community resources. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) and other operating systems used in the program area. Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Education Must have a combination of two of these elements to sufficiently qualify**: a) a four-year degree in recreation or a related field* b) instructor certification as a lifeguard or water safety instructor c) at least three years of experience in the industry of aquatics Incumbent must possess and maintain: CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent *Related field includes: Outdoor Recreation, Recreation and Parks Leadership, Wild Land Management, Natural Resources Recreation, Youth Recreation, Public, Urban, or Community Recreation, special populations recreation (e.g. senior citizens, institutional, etc.), or Physical Education .** If claiming education in place of specialized experience you must upload your transcripts at the time of application in order to be considered for this position ** Additional Information Salary is dependent on experience and/or education.
